For Students

  • The Scheme is proposed to target students studying at IX/X standard onwards, ITI, Polytechnic, under-graduate (non-engineering) and also unemployed youth who are school dropouts from 8th pass onwards, ITI Certificate or Diploma holders, graduates from non-engg background, registrants in Employment Exchanges.
  • Unemployed youth in the non-formal sector can also benefit from this Scheme.
  • The student can enroll at any of the 5 Levels specified (L1 to L5) as below:

  • The courses under the Scheme are for up-skilling and/or acquiring new skills.
  • The courses can be taken-up as full-time or part-time module.
  • Financial assistance @ 75% of course for students is available in this Scheme. This assistance is to be provided only after a candidate clears a certification exam by NIELIT or SSCs.
  • Remaining 25% of the training/skilling cost for general candidates would be borne by the candidate/skilling Institute or jointly.
  • Assistance @ 100% of course fee for students belonging to SC/ST, Economically Weaker Section(EWS).
  • 40% seats will be reserved for the students belonging to these categories.
  • Criterion for EWS is that the annual family income should not be more than Rs 2lacs.
  • The reservation is as SC-15%; ST-7.5%; EWS-17.5%
  • When a student decides to enroll for a course under this Scheme, he/she must visit the nearest ESDM Training Partner. The list of Training Partners will be available on the ESDM portal.
  • After selecting the Training Partner and enrolling for the course, the student can start to get the training. Examination will be held at the end of the course curriculum.
  • The examination will have two components of theory and practical.
  • The student has to pass the certifying examination in order to avail the reimbursement benefit of the Scheme.
  • A student who is unable to pass the exam in the initial attempt will be eligible to apply for re-appear cycle. A candidate will be allowed only two re-appear attempts. The re-assessment fees would be the same as the assessment fees, payable by the student to the Training Partner and transferred to the Certifying Agency.
  • A candidate who successfully passes the examination will have to apply for employment either thru the ESDM portal or thru the concerned Training Partner/SIA.
  • As the scheme has a reimbursement component which is linked to employability, it is the sole responsibility of the student to inform its Training Institute regarding his/her placement (whether in the manufacturing sector or self-employment) in order to claim the refund.
  • A student can benefit under this scheme only once. Under no circumstance will a student be allowed to enroll for a second course. For this Adhaar Number should be indicated.
  • In case a student shifts base during the course of the training he/she can apply for the examination using his/her ID from another station also.

For Training Partners

  • Implement the skill development initiative.
  • The courses can be offered as full-time or part-time module.
  • The batch size is recommended to be of 20-30 candidates. Multiple batches to be created in case of larger enrollments.
  • The Scheme parameters are as follows:

  • The courses designed, evolved and recognized by NIELIT/SSCs will be available for training under this Scheme.
  • All candidates trained by various agencies will acquire certificate by NIELIT or SSC to become eligible for financial assistance.
  • Financial assistance @ 75% of course for students is available in this Scheme. This assistance is to be provided only after a candidate clears a certification exam by NIELIT or SSCs.
  • Remaining 25% of the training/skilling cost for general candidates would be borne by the candidate/skilling Institute or jointly.

  • The TP can apply for affiliation with any of the three Certifying Agencies. Affiliation will be course and center specific, which means that the TP can apply for affiliation under a particular level and for a specific course.
  • A TP can seek affiliation with one or more Certifying Agency at the same time, provided the affiliation is for different courses.
  • The TP has to put in personal efforts to invite students for the ESDM skill development courses.
  • As the success of the scheme is measured in terms of placement, the TP will ensure liaison with local industry and maybe even go for the 'place and train' methodology.
  • The TP will use personal contacts to invite expert faculty from the industry, to get the practical training organized in a local industry and to ensure that the students are trained in the best possible manner.
  • TP will be responsible for registering the candidates for the examination to be held at the end of the term.
  • The TP will ensure free and fair examination.
  • TP will adhere to the batch size specified by the SIA under each course and level.
  • For the reimbursement to be successfully transferred to the TP account, Adhaar Number/Bank details should be indicated. DBT is mandated./li>

For State Implementing Agency(SIA)

  • Implement the skill development initiative.
  • Ensure that the deliverables of the project are achieved in a time bound manner.
  • Sign an MoU with DeitY for implementation of the Scheme. The Implementing Agency will be the single point of contact on behalf of the State/UT for DeitY.
  • After signing the MoU, a token amount of 25% of the skilling cost & overhead/placement cost would be released to the SIA, as first installment. This fund is to be used for initiating the implementation, monitoring and placement.
  • Subsequently, depending on target achieved ( candidates clearing the certification examination of NIELIT/SSCs and their placement) the amount would be released on quarterly basis subject to receipt of UC of previous grants.
  • Tie-up with various industry, SSCs, NIELIT, Skill providers both in Govt and private sectors to participate in the scheme implementation.
  • The training partners which will take up the responsibility of training/skilling under this Scheme should be duly recognized/identified/accredited by NIELIT/ESSCI/TSSC.
  • The SIA will ensure sharing of resources like labs, workshops etc, if the need arises, for the training partners.
  • SIA will work out collaboration/coordination details with Govt training/educational institutions/schools so as to ensure that their students join the training programs offered under the ESDM Scheme.
  • In order to ensure employment of the students/youth trained under this Scheme, the SIA will liaise, interact, coordinate with the local industry and work out a placement mechanism. Employment targets are a main factor in the success of the Scheme.
  • All candidates trained by various agencies will acquire certificate by NIELIT or SSC to become eligible for financial assistance.
  • Financial assistance @ 75% of course for students is available in this Scheme. This assistance is to be provided only after a candidate clears a certification exam by NIELIT or SSCs.
  • Assistance @ 100% of course fee for students belonging to SC/ST, Economically Weaker Section.
  • 40% seats will be reserved for the students belonging to these categories.
  • Criterion for EWS is that the annual family income should not be more than Rs2lacs.
  • The reservation is as SC-15%; ST-7.5%; EWS-17.5%
  • Assistance for Overhead & Placement @ 10% of skilling Assistance to be provided to the SIA.
  • SIA has to create a suitable mechanism for identification of the beneficiary and link the same with UID/Adhaar numbers.
  • The SIA will invite partners for the role of TP under this Scheme.
  • SIA will ensure that the TP has requisite affiliation with any of the three Certifying Agencies and that the infrastructure to run a particular course is in place.
  • SIA will also check if the courses being opted for by the TP have local industry demand relevance. However, special courses can be conducted if expertise is available.
  • The SIA will create a batch size, depending on the targets of skilling made available to them. These will be shared with the respective TPs.
  • The SIA will hold workshops for public awareness and mobilization of the students for training under this scheme.
  • The SIA will do periodic checks on the TPs for ensuring high standards of training and skilling.
  • SIA will help the TPs in coordination and tie-up with industry for training and placement.

For Certifying Agency

  • To prepare a mechanism and standard norms for delivery, assessment and certification for various courses.
  • To prepare a competence based curriculum that would be applicable to this Scheme.
  • Standard courses conducted by ITIs, other Govt training institutions can also be included.
  • To assess and certify the competence acquired at each level.
  • To finalize courses at all levels, fix minimum duration and fees at each level.
  • To prepare Accreditation guidelines.
  • To prepare norms for periodic monitoring and assessment of the quality of training partners/accredited institutions.
  • All candidates trained by various agencies will acquire certificate by NIELIT or SSC to become eligible for financial assistance.
  • Assistance for 100% Registration-cum-Certification fee to be reimbursed to NIELIT/SSCs.
  • 100% of the Examination fee for theory, practical and project evaluation and would be reimbursed to NIELIT/SSCs in case of the SC/ST and EWS candidates.
  • As soon as a batch is enrolled and the TP informs the Certifying Agency about the assessment to be conducted at the end of the course, the Certifying Agency should work on the smooth conduct of examination. As the examination will be conducted for the entire batch as indicated by the TP, the certifying fees or the numbers indicated by TP would be reimbursed to the CA, irrespective of the final number of students actually appearing.
  • MoU to be signed with DeitY for Certification under the ESDM Scheme.
  • Depending on the number of candidates certified, funds would be released on a quarterly basis subject to receipt of UCs for the previous grants.

For PMU

  • To professionally manage and support DeitY in implementation and monitoring of the scheme in the identified States/UTs.
  • Facilitate creation of awareness regarding the scheme.
  • Mobilize various stakeholders thru print and electronic media, workshops, seminars etc.
  • Develop a PORTAL for capturing various data from the Implementing Agencies, bring out periodic progress report, collect data for monitoring the scheme etc.
  • Invite proposals from the States for participation in the ESDM Scheme.

  • Put up the proposals so received to the Empowered Committee for appraisal/approval.
  • To ensure time-bound implementation of the project and recommend fund release from second and subsequent installment for each SIA, a Project Review and Steering Group (PRSG) would be put in place.
  • An impact assessment of the scheme is to be carried out thru a third party like IIM in the 3rd year of the scheme. As a follow-up of this assessment mid-course corrections, if any, should be carried out.
