Why Accreditation?
Education plays a vital role in the development of any nation. Therefore, there is a premium on both quantity (increased access) and quality (relevance and excellence of academics programs offered) of higher education. Like in any other domain, the method to improve quality remains the same that is, finding and recognizing new needs and satisfying them with products and services of HIGH standards.
ESDM accreditation is a quality assurance scheme for technical education. It is open to all AICTE/NCVT/DGET/NABET/other approved Institutions and those centers which are already empanelled/accredited by ESSCI/NIELIT/TSSC or private institutes and which provide technical education to students.
Accreditation is a process of quality assurance and improvement, whereby a program in an AICTE/NCVT/DGET/NABET /other approved or already approved ESSCI/NIELIT/TSSC Institutions will be critically appraised to verify that it meets the Norms and Standards desired for the ESDM courses. Accreditation provides quality assurance that ensures that the academic aims and objectives of the course are honestly pursued and effectively achieved by the resources currently available, and that the Institution has demonstrated capabilities of ensuring effectiveness of the educational program(s).
-
Who can apply for Accreditation
Taking into consideration the large network of technical education in the country, ESSCI/NIELIT/TSSC will offer accreditation at two levels- Class A and Class B. Under Class A accreditation the existing AICTE/NCVT/DGET/NABET/ other approved Institutions will be approved for the ESDM courses on a self-accreditation model. Under Class B accreditation Private Training Institutions or the already approved ESSCI/NIELIT/TSSC Centers will be accredited for the ESDM courses they wish to take on for training the students.
-
Criterion for accreditation:
Existing AICTE/NCVT/DGET/NABET/other approved Institutions only: Any of the already approved/accredited AICTE/NCVT DGET/NABET Institutions can take up the Class A accreditation. These Institutions will be required to submit Self-Certification documents and Statements as per Annexure-A and Annexure-B. However the course specific Lab facility/equipment will be physically verified.
Private Training Institutions Or Existing ESSCI/NIELIT/TSSC recognized Institutions: Private Training Institutions independently operating in Vocational Space or all of the already empanelled/recognized ESSCI/NIELIT/TSSC centers are eligible to conduct the ESDM courses. These will be placed in Class B category and will be required to submit documents and Statements as per Annexure-B. In order to verify the facts placed in this Form a physical verification of premises as well as related infrastructure is mandated.

Requirements and Eligibility of the Institutions
-
General Instructions for Applying for Accreditation
A willing Institution would require to apply for accreditation to function as a ESSCI / NIELIT / TSSC recognized Centre on a prescribed Application Form. Format for Application Form is placed at Annexure-A and Annexure-B.
An Institute can apply for accreditation to function as a ESSCI / NIELIT / TSSC recognized Centre for ESDM courses in the online application for accreditation
- For on-line application, the Application Form duly filled in with relevant and correct information.
- Incomplete application forms will be liable for rejection.
- Application Form should be attested and certified by the controlling/Management Board or owners themselves.
- An Application Form should be accompanied with a Processing Fee of an amount Rs 5,000/- (Rupees Five Thousand only) in case of the AICTE/NCVT/ DGET/NABET approved Institutions and also for the already existing NIELIT / ESSCI / TSSC approved Institutes.
- For each course accreditation, separate drafts of Rs. 2000/- (Rupees Two Thousand only) each should be submitted.
- In case of already existing ESSCI / NIELIT / TSSC approved Institutes/private Institutes an Inspection Team, of three members, has to visit the premises to conduct the Inspection of infrastructure etc. The charges for the Inspection Team visit will be Rs 10,000/- per visit and a maximum of 5 ESDM courses can be got approved/vetted during one visit. Therefore it implies that if an Institute wishes to apply for recognition of 7 courses then two Inspection Teams will conduct inspection, as a Team can vet only maximum of 5 courses in every visit. Thus the total charge for recognition of 7 courses will be 2000x7+10,000+10,000=Rs 34,000/-+ 5000(processing fees)=Rs 39,000/-.
- Before applying for the course the Institutes are expected to ensure that they have well equipped laboratories as per the ' List of minimum laboratory equipment mentioned in each course list under the ESDM Scheme.
- Application Forms without the requisite fees will be rejected.
- Fees paid are non-refundable under any circumstance.
-
Procedure for Accreditation:
The basic procedure for accreditation will include the following:
- After receiving the application for accreditations, a preliminary screening will be done to ensure eligibility for accreditation and necessary documents attached.
- The eligible Institutions will be allocated unique/special code number called the Temp ESDM ID.
- All the eligible applications will be scrutinized by a three member Screening Committee for ESDM Courses according to the laid down criteria for accreditation.
- The AICTE/NCVT/ DGET/NABET approved Institutes are exempted from inspection and self-certification method is adopted for accreditation. However for private centers, The Inspection Team (IT) will do a site-visit.
- The Inspection Team will submit its report and its recommendations after inspection.
- The recommendations of the Inspection Team will be considered by the ESDM Training Recommendation Committee (ETRC) and if the recommendations are found suitable the Committee will approve and grant provisional accreditation to the applicant institution.
- After accreditation the Institution is granted 'ESDM Training Partner ID' (E-TPi), which will be used in all future correspondence. The government recognized Institutes are also issued 'ESDM Training Partner ID' (E-TPi) too.
- Once accreditation is granted, for both the categories, the Institution is required to enter into a Memorandum of Understanding (MoU) with ESSCI / NIELIT / TSSC. The MoU will list out the terms &conditions for operating working as an Accredited Institute for the ESDM Courses for ESSCI / NIELIT / TSSC.
-
Responsibilities after Accreditation:
